In sweeping move, Pope creates office to oversee Vatican finances

Pope makes first overhaul of Vatican in 25 years

Pope Francis has taken his boldest step yet to overhaul the Vatican's scandal-plagued finances, creating a new department with broad powers to oversee all of its economic and administrative affairs, the Vatican said on Monday.
The Secretariat for the Economy will answer directly to the pope and will be headed by Australian Cardinal George Pell, currently the archbishop of Sydney.
The pope will also name an auditor with oversight powers, according to a papal document known as a Motu Proprio, Latin for "by his own initiative", formalizing the changes.
The Secretariat will be guided in policy making by a new 15-member Council for the Economy, which will be made up of eight cardinals and bishops and seven lay financial experts from the around the world.
The inclusion of the lay members was seen as a move by the pope to bring more outside expertise into the often closed world of Vatican finances to avoid repeats of scandals that have hit the Holy See for decades.
In the Motu Proprio, the pope says that the Church must see its possessions and financial assets in the "light of its mission to evangelize, with particular concern for the most needy".
According to the changes, an existing economic department known as the Administration of the Patrimony of the Holy See (APSA), which manages financial holdings and real estate, will formally assume the role of the Vatican's central bank.
The role and structure of the separate Vatican bank, formally known as the Institute for Works of Religion (IOR), will not change for the time being, a spokesman said.
Both the IOR and APSA have been at the center of scandals. Italian magistrates are investigating the IOR on allegations of money laundering. The Vatican dismisses the charges.
Monsignor Nunzio Scarano, who worked as a senior accountant at APSA for 22 years and who had close ties to the IOR, is currently on trial for plotting to smuggle millions of dollars into Italy from Switzerland to help rich friends avoid taxes.
Scarano has also been indicted on separate charges of laundering millions of euros through the IOR. He says the money in his accounts at the IOR were from donations.
According the new structure, the Vatican Financial Information Authority (AIF), which was set up in 2011 to monitor the Vatican's adherence to international banking standards, will keep its current role.
The pope made his decision after an advisory panel of eight cardinals, including Pell, suggested the changes to the pontiff at meetings last week.

Facebook’s shock purchase of Whatsapp for $19-billion has pushed technology dealmaking to the highest levels since the dotcom bubble burst at the start of the century. Is it happening again?


WhatsApp drew attention for its whopping price tag, after announcing deal with Facebook, but this has also brought out fresh criticism over security for the billions of messages delivered on the platform.
WhatsApp, which is to be acquired for USD 19 billion by Facebook (Mark Zuckerberg's co to pay WhatsApp $2 bn if deal falls through), says on its website that "communication between your phone and our server is fully encrypted."
WhatsApp warns users need to be aware that when they send messages, the recipient's device may not be secure. But it says it does not store any chat history and that messages are wiped off its system after delivery.
Yet security researchers and others point out that there may be vulnerabilities in the system used by some 450 million people globally..

Fastjet passenger revenue up over previous month

AIRTEL PLAN TO LAUNCH 4G HIGH INTERNET SPEED IN DELHI ON SEPTEMBER

Expanding the footprint of its high-speed Internet services, Bharti Airtel is likely to launch by September fourth generation (4G) services in Delhi, which is one of the lucrative data market in the country. The firm, which already offers 4G services in Kolkata, Bangalore, Pune and Chandigarh, has roped in Chinese equipment maker Huawei to build and operate the 4G network in Delhi. "We are planning to launch 4G services in Delhi by September and has selected Huawei for the network," a company source said. The company, which recently reduced 4G data tariffs by up to 31 per cent, is trying to boost up data usage and increase adoption for its 4G service for improving revenues. Airtel had won spectrum for high-speed broadband service - Broadband Wireless Access (BWA) - in four telecom services areas of Kolkata, Maharashtra, Punjab and Karnataka in 2010, paying Rs 3,314.36 crore for it. Airtel last year acquired 49 per cent stake in US telecom major Qualcomm Inc's Indian 4G venture Wireless Business Services (WBS), which gave it entry into the circles of Delhi, Mumbai, Haryana and Kerala. Qualcomm had forked out Rs 4,912 crore to win the BWA licence for the four circles. In the same auction, Reliance Jio Infocomm (then Infotel Broadband Services) won 20 Mhz slot for pan-India BWA spectrum for Rs 12,847.71 crore but the company is yet to roll out services. Right now, Airtel holds 51 per cent stake in WBS and the company plans to completely acquire it by end of next year. After Delhi, Airtel will launch 4G
